This plugin doesn't update the apt database, you're supposed to have a cron line that already does an apt-get update.
It also needs sudo, add something like this to /etc/sudoers:
nagios servername=NOPASSWD:/usr/lib/nagios/plugins/check_debian_packages
thanks; dodok1
there should be apt-get replaced with aptitude and you don't need sudo anymore (and held packages are ignored). This is the change my $CMD_APT = "/usr/bin/aptitude -v -s -y safe-upgrade";
