Check whether or not RSA Certificate Manager is running and/or if it is running in Backup/Disabled mode.

Tested with RSA Certificate Manager 6.5.1 and 7.x on Sun Solaris 8 and 9. When called from other scripts, the exit status can be used to determine whether jobs should run or not.
