Copy plugin into /usr/lib/nagios/plugins/

And add an entry into /etc/sudoers:
nagios ALL=NOPASSWD:/usr/lib/nagios/plugins/check_shorewall

use a command like this:
define command{
command_name check_shorewall
command_line sudo $USER1$/check_shorewall
}
